Kwibuka23: The Governor of the Northern Province delivered a public lecture
On 9th April, 2017 a public talk was conducted at Musanze Polytechnic by the Governor of the Northern Province MUSABYIMANA Jean Claude.
The role of governance in the genocide against the Tutsi and its contribution to rebuild Rwanda after Genocide against the Tutsi. (Uruhare rw’imiyoborere muri jenoside yakorewe Abatutsi no mu kubaka igihugunyuma ya jenoside yakorewe Abatutsi) was the topic.
He started by social interactions amongst Rwandan in their history where he argued that Rwandans had the common culture, values and heroism as well.
The greatness of Rwanda was based to the unity. Itorero ry’Igihugu was the major key where people learned the Rwandans core values; He said.
Before the arrival of the colonialists; Rwanda was a great nation based to the unity and patriotism of its people (Rwandans).
At the beginning of the colonialism in 1900; colonialists took Rwandan territories and Rwanda became small since that time. He said.
Belgians(colonialists)changed Rwandans mind-set and demolished Rwandan culture. Rwanda was well structured in terms of governance. In order to govern Rwanda; they taught Rwandans that Rwandans are made up by 3 races; Hutu, Tutsi and Twa. The even shaped criteria to identify each race. (1900-1950).
After 1950 they started to inject hate between Hutu and Tutsi arguing that Hutu are the best but Tutsi were worst for they maltreated Hutus for so long.
Race based segregation was amongst their political major guidelines.
The way forward is that today’s governance is for Rwandan unity and development. Decentralization is an important indicator of good governance he said.
He concluded requesting the public to get together and Develop Rwanda our nation fighting any kind of segregation.
